My understanding is that at that time, IJPO did not recognize any country’s postal stationary card other than its own. Thus, this postcard from Peking to U.S. was treated as normal oversea mail that required 10-cent postage. Affixed with 2X2 Japanese stamps by ICP Shanghai (in exchange of 4 cents ICP postage in total), the postcard was still short of 6 cents Japanese postage for international letter.
T = Taxed = Double penalty
6 cents x 2 = 12 cents in Chinese new currency dollar = 12 cents in Japanese Yen = 6 cent in U.S. Dollar
