1.寄国际的邮件寄件人就只纳国际邮资，不必纳国内邮资。
2.如果香港邮资片是寄件人自带，则可免费在大清邮局交寄，大清邮政默认万国邮联国的邮资。
3.如果寄件人没有自备外国(万国邮联)邮资，则收大清国际邮资现金，加贴大清邮票或不加贴大清邮票(只在信封加盖大清邮戳)，邮局再加贴外国邮票(早期大清邮政不能销戳于外国邮票，后则可以)

(b) FOREIGN STAMPS
17. Letters for abroad franked by the public with Union stamps only
have hitherto been accepted by the I. P.O and transmitted free of
charge: the practice is to be continued, but such letters must be
distinguished from articles on which the I.P.O itself affixes Union
stamps and they must not be recored in the Register of Union stamps
used.
