美国75年寄广州盖中国大陆邮政当局表明，除非邮件是针对中国人民共和国，它将被扣留和没收根据法律和国家，退回发件人加写中华人民共和国再寄封1200元包邮

postal authorities of continental china indicate that unless mail is addressed to china ,it will be detained and confiscated according to the laws of that country
中国大陆邮政当局声明，除非信件是寄往中华人民共和国，否则，根据中国法律将被扣留和没收..

是因为没有写PRC所以就被退回写上PRC再寄出，是不是这个意思？
